This Farm works on Java edition in version 1.20.4 and below. I did not test it on the Bedrock edition.

This is 1.19+ (because it needs allays) and is best built in a cold or frozen ocean (to avoid spawning dolphins which share a mob cap with squid).
Given the utility of ocean monuments for other farms, I might be inclined to nametag and move some guardians someplace else to build this rather than put it atop a monument…
