Unfortunately theres still more to improve upon, even if the file had had a manifest file and was readable by the game as a resource pack, both the pack icon and the texture itself are named incorrectly and so neither would be displayed ingame if activated. This is a hilarious texture swap and I did eventually get it to work by essentially DIYing my own resource pack, but the download as it is currently doesnt work period.
