Try unzipping the folder (file 1, for confusion) then taking the file (file 3) out of the unzipped file (file 2) and copy pasting it (file 3) into your texture packs folder! Hope this isn't too confusing...

I know this sounds like a stupid question, but have you tried unzipping (right click on the file in your downloads and clicking extract all), copying (Right clicking and then clicking copy) and pasting (right clicking in your resource pack folder inside .minecraft and then clicking paste)? If not then I think it's probably something your end, no-one else has had any problems as far as I'm aware.
