The Oasis Company Project, or OCP for short, was established in 2047 by Secretary of Defense, Loe Grimwalsh. They way that soldiers were fighting in desert locations, was cutting corners with other irabian armies who were used to sandstorms and harsh winds, therefore making it not very eventful for the US.

So they upgraded their sodiers bodies with microchips called, MH. CiT.  It was a chip that allows the soldiers to refresh their bodily organs, like if their water levels were dropping, after charging completely, it would replenish their thirst. Or if they were bleeding, it would stop the bleeding and replenish the blood cells lost. That was just an example. It would also allow their eyes to block sand particles from entering them, and blinding them. There were several other upgrades like lazer eyes, but that ended up just being a pipedream. Instead, they allowed the soldiers so that after a full recharge, it would allow them a ionic blast to come from within their arms. it would charge and fire, causing whoever it hit to die, just from within the blast radius, and it would also set off an EMP that jammed all radars and made all equipment malfunction and detonate. 

All these upgrades are allowing soldiers to fight well under desert climates, and sandstorms, making their fighting better, and their evasion better. It can, and will be upgraded in future updates, allowing it to either cause more damage, or stay on the defense side. Time will tell.
