you take a scooter
bash the handle downwards so it's at a 180 degree angle rather than 90 degrees
remove the wheels
sand both sides of the scooter down
add some sharpened metal plating
and go to town

You could try giving a slight transparency to the hair covering the eyes. I haven't tried this myself but it would be interesting to test.
