With this datapack, every player with the tag sign (use /tag <Player> add sign) can modify the lore of any item, see the screenshots.
Just use /trigger Sign ingame, fill out the book using json and insert both items into the correct slots.

You can limit the /trigger command to players with a specific tag and give this tag out to everyone who crafted eg. a specific item.
