/summon minecraft:minecart ~ ~-1 ~
The new command for the stopper is:
/data merge entity @e[type=minecraft:minecart, limit=1,distance=..2] {Motion:[0d,0d,0d]}
And the title station is pretty much the same the c is now limit and the r is now distance. And the 2 have to be ..2 for this and the stopper or it won't work. Hope this help
