This idea has been shot down because of several reasons. Firstly it would torture for judges to find all the stolen content for both. Secondly, there arent enough people to make good texture packs. It would be a contest between people who have already made them. With a mod contest it would be 90% MC creator mods and possible viruses.
Though it could be fun, its just not possible to make a contest that most members can participate in.
