Hey I am having a problem where there is black appearing in the cattail and above it im on mc version 1.19.3

Hello! unfortunately minecraft is not very good with shadows so some textures can look black in certain places, you can try putting them on a transparent block or putting them without blocks around

I tried that and it isint working still black as ever its not the shadows fault its just black

Could you do more freshwater aquatic plants please?

There's many aquatic flowers you could use for the other leave types.
