The commissar is a deadly individual to both the enemy and his own army, he will shoot the guardsmen that show signs of cowardice, and, most guardsmen are actually more scared of the commissar than the enemy. The logic behind it is that if you put something scary infront of an army and something EVEN SCARIER behind, they will go forwards, thats the point of most comissars but there are exceptions. Commissars wear a distinctive peaked cap (i tried to copy it) and their favored weapons are power swords, chain-swords, plasma pistols, laspistols or bolt pistols (the bolt pistol is favored by the commanders in many of the imperium's armies, including the mighty space marines because of the ballistic bullets they fire (explosive) ) For more information, look in the imperial guard codex or look up commissars online.
