I can't give much feedback since most of it has already been explained in the comments, but I think you did a very good job on the hair.

A lot different from your recent skins, love it. The dithering doesn't bother me too much, but places like the lower back of the legs and the back seem empty when the rest of the skin is shaded as it is.

It's a bit too messy for me, the dithering doesn't really do much. The darkest shade of the blue/black blends in too much with the first shade of it, but I can't tell if it's black and unchangeable. The top and back of the head really really neat, though. The [front] arm looks like a big blob of dark shades. The side of the arm looks pretty messy, too, due to the mixing of the shades and highlights alongside the dithering. I'm new to this whole constructive criticism thing and I have very weird tastes in skins so some of the some I said is probably stupid, so ignore those thoughts. I like the skin itself, though. :p
