This is a skin of the character Mary Alice Doombringer (Ms. Dooombringer) from The Fairly Oddparents.
So that those who do not know who she is, she was Crocker's substitute teacher in the remembered episode 18 of the 5th season "No Substitute for Crazy!". She appearing at the beginning as a sunny teacher named Sunshine, where by a desire for Timmy, she becomes the permanent teacher of his classroom, but in that, she reveals the true dark identity of her "Doombringer", who is a fairy hunter.
