This Water creauture used to be human. Until it was taken to a lab, for experiments. It was once a soldier in the army. It got almost killed by a gun bullet, and was taken to the labs. On the experiment, it went a bit wrong. They kept the lab experiment quiet, and soon this creature escaped. It is slowly turning into a monster of the sea, with a human brain. When it escaped, it was captured by the Circus, used for laughter. It's back arms, are still human, slowly, scales replace the human flesh. 
They use this half human half water monster for show. It can't speak, it lost it's voice during the lab experiments.
Now, this animal half human is used for illusions in the circus.
