I have played around with it and I THINK I now what happens:
a chest without a block above it does sends a singnal, a chest with a block above it doesn't.
if you change the block above the chest, the comparator needs a update to let it realize that it should change it's output. I think the noteblock is causing this update, I don't now how....

It's a Tile Entity Update Detector. You are right about what you said.
Note Blocks, Signs, Chests, Furnaces, Brewing Stands... Etc. are tile entities.
I've had a project with chests and when I click an empty slot, it updates the comparator and sends the signal. So you are right :)

But I tried to put a block above a normal chest and it DOES send a signal... I think it has to be like the chest in the device
