Hello,
this is a type of flying car that is used by blade runners and police forces throughout the Blade Runner series.
The spinner I built is mostly based on concept art of the Blade Runner 2049's LAPD spinner made by George Hull and a real life model of that concept spinner.
The headlight signs are regular signs, I only dyed the text light blue and made it glow with glow ink sacs.
