Do you have Cinema4D?? Then gat a plane, put the segments really hight, get a Deformer, drag it under the Plane, on deformer put Noise as Shader, and get a blue material on the plane.

nope don't have Cinema4D but I'm pretty sure I can do the same thing in Gimp
