Need help typing a command so the player sinks in the water

Hi everyone,
I am trying to prevent the player from swiming(sprint underwater) and swimming upwards, does anyone know how to do that?
I don't know if I've typed the command wrong...
Here's the command:
execute... if block ~ ~ ~ minecraft:water if block ~ ~-0.1 ~ minecraft:water at @s run tp @s ~ ~-0.3 ~
