With this "plugin" datapack you will be able to create custom permissions, in order for this datapack to work you will need to download substantial, which is the vanilla equivalent of essentials, here is the link: https://www.planetminecraft.com/data-pack/substantial-pack-essentials-in-vanilla-1-14-4/
You will find some basic instructions inside of the various functions, start by opening the file called "main.mcfunction" to create your custom permissions
permissions.+ (adds every permission)
permissions.- (removes every permission)
permissions.default (adds all default permissions)
Here is the list of permissions for SUBSTANTIAL :
substantial.+ (adds every substantial permission)
substantial.- (removes every substantial permission)
substantial.default (adds default permissions)

substantial.sethome
substantial.helmet
substantial.spawn
substantial.tpacc
substantial.back

Admin :
