One thing which I have noticed is that people upload texture packs that are just plain bad. A lot of people don't know the difference between good or bad textures, so I am here to set that straight. Please remember, these are just my opinions, and feel free to share your thoughts in the comments section below.
Let's begin.
Part 1, Bad and Good Simple Textures.
Section 1, Bad Simple Textures.
First, I am going to start with the least good texture of all, OCD styled. I personally don't like the OCD textures, mostly because it has been done a thousand times before, and it takes less than 2 seconds to make them.
What is wrong with the texture:
Not enough detail or shading, very generic and just all around not great.
Side notes: Most texture packs to use this style of block also take the colors from the default, making the pack even less original.
Second, a texture that is slightly better, but not by much, scribbled lines. While it is not as common as the OCD style, it pops up occasionally.
What is wrong with the texture:
Complete lack of shading and detail. No consistent look, and almost always has poor tiling.
Side notes: Also, one of the quickest textures to make.
Section 2, Good Simple textures.
Yes, there are good simple textures, but they are less common, most are the result of adding more shading and detail, so here are some examples.
The first example is a simple rectangle texture. More detail has been added, and the theme is consistent. Also, much easier to get to tile than most textures.
But there are some problems.
Rectangles and squares have to be close in size. Cannot have two shapes of the same color next to each other.
Next, we have annother style that is much more appealing, speckled. This is one of the hardest styles of simple pack to pull off, because it does not work on most blocks. It is also one of the most detailed style of simple packs.
But as with any texture, there are some problems.
Spacing and shading matter a lot here, and all of the squares have to line up consistently.
And lastly, we have one final style of texture, patterned. While it is easy to make tile, identifying blocks at times will be left down to color, so watch your step. But any kind of tiling pattern can be applied to this style, making it very executable and creating an all around pleasing look.
These are not the only ways to make good simple textures, they are just a few styles that can be used.
But not all bad and good textures are simple, there are some bad noisy packs too.
Part two, Bad and Good Noisy Textures.
Section 1, Bad Noisy Textures.
Yes, there are bad noisy textures, most are from applying a noise filter to a simple texture, as shown below.
There are ways to create the affect of noise without a filter, but we will discuss that later.
But not all bad noisy textures come from a filter, some are from using tools such as smudge, which brings us to our next bad texture, blurry/ smeared.
Often, these textures are made when someone has a simple texture that they want to make look "Better". They will often add a blur filter or use the smudge tool by hand, making for some rather ugly looking blocks.
What's wrong with the texture:
No attention to tiling or shading, messy look to block.
Lastly, we have the high contrast scribbled noise.
What's wrong with the texture:
No attention to tiling or shading, contrasy causes an eye burn.
Section 2, Good Noisy Textures.
Good noisy textures usually have no filters applied, and the noise in them is an illusion caused by the ammount of detail. Good noisy textures are hard to get to tile, but they are worth it. There are too many ways to make a good noisy texture, but you can get an idea from these.

I'm actually starting a texture pack from one of those styles. I already got inspiration, but this helped be getting the blocks not that boring anymore! :D
